On 20th May 2019, shortly after the Prime Minister's special aircraft arrived in the ancient city of Saint Petersburg, the Prime Minister and the delegation spent time to meet senior leaders of Gazprom Group. Gazprom leaders reported Gazprom's activities in Vietnam, thanked and wished to continue receiving support from the Government of Vietnam, especially Prime Minister Nguyen Xuan Phuc in the implementation of oil and gas activities in Vietnam, as well as development of projects to provide fuel gas for transportation (gas city), gas power plants in the central region and so on.

On 22nd May 2019 afternoon, in Moscow city, in the presence of Prime Minister Nguyen Xuan Phuc and Prime Minister Medvedev D.A., the following documents were signed: 1. Financial Obligations Agreement (FOA) of PVEP at Block 09-2/09 to Zarubezneft. Representatives of the signatories included PVEP's General Director Tran Quoc Viet and Zarubezhneft’s General Director Sergey Ivanovich Kudryashov; 2. Memorandum of Understanding (MOU) between PVEP and Zarubezneft. Representatives of the signatories included PVEP's General Director Tran Quoc Viet and Zarubezhneft’s General Director Sergey Ivanovich Kudryashov. PVN Chairman of the Board of Directors Tran Sy Thanh signed in witness role.

On 24th May 2019, Prime Minister Nguyen Xuan Phuc spent time visiting Zarubezhneft Headquarters. Speaking at the ceremony, the Prime Minister appreciated Zarubezhneft’s cooperation with Petrovietnam in the past time, considering it as a vivid expression of comprehensive cooperation, in accordance with the Strategic Partnership Relations established by the two countries, emphasizing the energy and oil cooperation as an important pillar in the relationship of Vietnam and Russia. The Prime Minister fully supported the cooperation plans between Zarubezhneft and Petrovietnam, and suggested the parties to actively expand the oil and gas exploration and production in Vietnam, Russia and the third country as well as other petroleum cooperation activities.

Immediately after ending the trip to Russian Federation, the delegation continued the trip to UK from 25th to 27th May 2019. PVN’s delegation and PVEP, PVGas worked with the Shell. PVEP's leader introduced partners in upstream fields to Shell and wished Shell to pay attention and go back to invest in Vietnam. Regarding trade and LNG issues, PV Gas and Shell's leaders exchanged cooperation results on the basis of the agreement that two parties signed in 2014. Shell's leader emphasized the importance of Vietnamese market and sought oil & gas exploration and production offshore Vietnam, wished to return to invest in oil and gas exploration and production.
On the same day, 25th May 2019, the Group's leaders visited and worked with SOCO, the partner participating in Petroleum Contracts of Block 09-2 & 16-1 and operating at Blocks 125-126. SOCO reported the exploration for expansion in the area of Block 16-1 contract was very positive, enhancing the capacity of increasing reserves and output in the future. SOCO expected the Group and PVEP to support and early approve for Hoang Long and Hoan Vu Joint Operating Companies to deploy dense drilling, compensate for rapid decline in oil and gas production.

In general, the trip to Russia and the United Kingdom of PVN and the units went well. The partners of the Group held a great reception and worked very effectively, in the spirit of cooperation for mutual benefits. At the meetings with partners, Chairman of the Board of Directors Tran Sy Thanh highly appreciated the cooperation of partners with PVN and the units, and affirmed that it was necessary to continue to implement specific tasks in the future, the units and partners need to understand each other better, cooperate on the basis of mutual benefits, ensuring publicity and transparency.
