
Overview of plenary meeting
Within the framework of the 23rd meeting and in the context of two countries’ looking forward to the 10th anniversary of the Comprehensive Strategic Partnership in 2022, both sides reviewed the implementation of the 22nd meeting minutes, discussed measures and orientations to further improve the efficiency of bilateral cooperation.
The two sides emphasized that despite the impact of the COVID-19 pandemic, over the past time, political exchanges and contacts between the two countries, especially those at high level have been maintained via videoconference and trade still grew at an encouraging pace; cooperation in fields of mutual interest such as energy, oil and gas, industry and agriculture remained effective and met both sides’ interests.
In addition to the results achieved, the two Deputy Prime Ministers said that the two sides should simultaneously expand cooperation to other potential fields such as cooperation against COVID-19, banking, renewable energy…The Ministers also affirmed that the careful preparation and successful organization of the 23rd meeting of the Vietnam - Russia Intergovernmental Committee has been an important contribution to the implementation of visits by the two countries’ senior leaders in the coming time, especially the official visit to Russia in late November by President Nguyen Xuan Phuc.
Deputy Prime Minister Le Van Thanh highly appreciated the efforts to prepare for the Meeting, demonstrated the determination to further elevate the Comprehensive Strategic Partnership between Vietnam and Russia; affirmed that Vietnam attached importance to and wished to further strengthen cooperation with Russia, stayed ready to create favorable conditions for the two countries’ energy, oil and gas firms to expand cooperation. The Deputy Prime Minister emphasized that he would support the implementation of a number of important projects in the energy sector such as building a Nuclear Science and Technology Research Center, projects in the fields of oil and gas, and liquefied petroleum gas... so that energy and oil and gas continued to be the pillars of the comprehensive strategic partnership between Vietnam and Russia.
Russian Deputy Prime Minister Chernyshenko, for his part, affirmed Vietnam as a top significant partner of Russia in the Asia-Pacific region, especially in Southeast Asia, and emphasized that Russia wished to further expand and tighten cooperation in the fields of potential and needs of the two sides; agreed to continue to implement and further promote the efficiency of Free Trade Agreement between Vietnam and the Eurasian Economic Union.
The annual Vietnam-Russia Intergovernmental Committee on Economic-Trade and Scientific-Technical Cooperation has been maintained by the two countries since 1992 and elevated to the rank of Deputy Prime Minister since 2011. The 22nd meeting was held in October 2019 in Hanoi.
