Singapore grants conditional approval for Project to Import Electricity from Vietnam

On 27th October 2023, in Singapore, President and CEO Le Manh Hung attended, witnessed and spoke at the Ceremony of Granting Conditional Approval (CA) from the Government of Singapore for Vietnam's Offshore Wind Power Project to export electricity to Singapore by the Consortium of Sembcorp Utilities Ltd - SCU (under Sembcorp Industries Ltd - Singapore) and Petrovietnam Technical Services Corporation (PTSC) (a subsidiary of Vietnam National Oil and Gas Group – Petrovietnam)

Attending the ceremony were Vietnam’s Minister of Information and Communications Nguyen Manh Hung, Minister of Manpower and Second Minister of Industry and Trade of Singapore – Dr Tan See Leng, Vietnamese Ambassador to Singapore Mai Phuoc Dzung, Chief Executive of Singapore Energy Market Authority Ngiam Shih Chun.

The receipt of Conditional Approval marks the next major milestone for the Project. Previously, the Ministry of Natural Resources and Environment of Vietnam handed over the Decision approving activities of marine resources monitoring, investigation, survey and assessment to PTSC. The project is expected to export 1.2 GW of clean electricity to Singapore via an undersea high-pressure cable with a length of nearly 1,000 km.

After the CA Granting Ceremony, President and CEO Le Manh Hung attended the meeting between Minister Nguyen Manh Hung and Minister Tan See Leng. Minister Tan See Leng once again emphasized his support for the project, wished it to be implemented effectively and on schedule, contributing to the maintenance and development of bilateral relations between Singapore and Vietnam. Minister Nguyen Manh Hung hoped that the project would soon come into operation, in which the cable would be built not only to transmit electricity to Singapore but also open up the possibility of being used to develop future undersea fiber optic cable route, combining green development and digital transformation.

On the same day, President and CEO Le Manh Hung met with Mr. Chia Song Hwee - Vice President of Temasek Group and Mr. Wong Kim Yin – President and CEO of Sembcorp Utilities. The Parties are pleased to see that the cooperation between Petrovietnam/PTSC and Sembcorp Utilities is gradually bearing fruit. Temasek shared development trends and introduced an overview of the Group’s portfolio, including green development projects, sustainable development through the application of new solutions and technologies. Petrovietnam also discussed Petrovietnam's development orientation, focusing on clean energy projects, carbon reduction such as LNG, CCS, CCUS, Hydrogen, Ammonia ... The two sides agreed to maintain and enhance the exchange of cooperation opportunities.
