Vietnam’s largest LNG terminal inaugurated

On 29th October 2023, at Cai Mep Industrial Park, Phu My town, Ba Ria - Vung Tau province, Vietnam National Oil and Gas Group (Petrovietnam) and its subsidiary Vietnam Gas Corporation (PV GAS) held the inauguration ceremony of the 1 million ton Thi Vai Liquefied Natural Gas (LNG) terminal, the largest LNG terminal in Vietnam. Prime Minister Pham Minh Chinh sent flowers of congratulations. Deputy Prime Minister Tran Luu Quang attended, gave directive speech and cut the ribbon.

Attending the event, on the side of the State Capital Management Committee at the enterprise, there were Mr.Nguyen Hoang Anh - Chairman of the Committee and representative leaders of Ministries, central and local branches. 

On the side of Petrovietnam and PV GAS, there were Petrovietnam Chairman of the Board of Directors Hoang Quoc Vuong, Petrovietnam President and CEO Le Manh Hung, PV GAS Chairman of the Board of Directors Nguyen Thanh Binh, PV GAS General Director Pham Van Phong, general contractor, partners, contractors, and members in the Board of Directors of Petrovietnam, PV GAS and subsidiaries.

Speaking at the ceremony, PV GAS General Director Pham Van Phong summarized the process of building and putting the 1 million ton Thi Vai LNG terminal into operation. 

The 1 million ton Thi Vai LNG terminal was started construction on 28th October 2019 with a total investment of nearly 300 million USD, invested by PV GAS, together with General Contractor of Samsung C&T and Petrovietnam Technical Services Corporation (PTSC). 

After nearly 4 years, from an area of about 5ha, there has sprouted the first, largest and most modern “historic” LNG project of Vietnam with a port that can receive LNG tankers up to 100,000 DWT; The tank has a storage capacity of 180,000m3, reaching an average throughput capacity of 1 million tons of LNG/year, it is expected to increase the capacity to 3 million tons of LNG/year in phase 2.

1 MMTPA Thi Vai LNG Terminal fully meets domestic and international standards and regulations, as well as operational safety requirements. Through an intensive appraisal process, 1 MMTPA Thi Vai LNG Terminal is highly appreciated for its detail, compatibility, and rigor between operating stages. Thereby, the process of receiving the first LNG vessel to Vietnam and the commissioning work is completed earlier than expected and absolutely safe.

The “heart” of the project is the LNG tank with a height of over 50m and an outer diameter of 82m, design temperature of -170/+65oC, in the form of “Full Containment”. LNG tanks meet strict international standards such as AI620, ACI376 …

The 1 MMTPA Thi Vai LNG Terminal project is completed by PV GAS with great efforts, not only as the first LNG infrastructure in Vietnam, but also as a typical example of realizing the transformation of the national energy sector. Up to now, PV GAS is the first and only enterprise in Vietnam to be granted the Certificate of Eligibility for LNG exporters and importers by the Ministry of Industry and Trade, marking a new development step of PV GAS in the field of trading gas and gas products. This is the result of synchronous and consistent direction from the Board of Directors, the efforts and consensus of PV GAS’s staff.

In all aspects of Petrovietnam’s activities, the gas industry is one of the main pillars of development. Currently, PV GAS, a member unit of PetroVietnam, is the main enterprise, leading the gas industry of the country, annually supplying about 5.7 million tons of gas as raw materials and input fuels for electricity, fertilizer and industrial production. In addition, the Gas – Power – Fertilizer industrial clusters that Petrovietnam developed in the Southeast and Southwest regions have contributed to solving the electricity supply for the national electricity system, self-reliant fertilizer supply for the country’s agricultural development. 

Facing the current situation of energy supply depending on domestic reserves and production capacity as well as meeting the trend of energy transition and emission reduction in Vietnam, Petrovietnam has actively researched, developed and diversified new green and clean energy sources for many years, including imported LNG energy sources, realizing LNG targets in the country’s energy strategy as well as developing relevant policy mechanisms.

With the inauguration of Vietnam’s first and largest LNG terminal, Petrovietnam’s LNG terminal chain will meet the goal of ensuring energy security, shifting and greening national energy resources. The 1 million ton LNG terminal in Thi Vai when putting into operation can be replenished, supplying about 1 million tons of gas annually from imported sources, in addition to the domestic gas source currently produced. The 1 million ton LNG terminal in Thi Vai has put Vietnam’s name on the global LNG map, officially becoming a country participating in the “LNG Value Chain”, participating in LNG trading, export and import activities. This is also a clear demonstration of Petrovietnam’s efforts in strongly promoting integration into international trade, LPG and LNG trading activities on a regional and world scale, and integrating into global energy flows. 
This project is also a breakthrough mark for Petrovietnam to successfully diversify new products and energy, expand markets in the global energy transition trend, contribute to ensuring energy security for development, meeting Resolution 55-NQ/TW dated 11th February 2020 of the Politburo on Vietnam’s National Energy Development Strategic Orientation by 2030, vision to 2045. Through the LNG terminal chain project, Petrovietnam will continue to hold a pioneering position in implementing the “green transformation” roadmap, actively accompanying the Government to bring net emissions to zero by 2050 as committed at COP26. The success of the project has great support in terms of guidelines and policy mechanisms; support and facilitation from leaders of the Party, State, Government, Prime Minister, Ministries/ Departments/ central and local Branches.

In the coming time, Petrovietnam/PV GAS wishes to continue receiving the attention, help, companionship and support of the Party, State, ministries and localities, with mechanisms and policies to promote the development of Gas – Power clusters from gas fields such as Block B – O Mon, Blue whale... according to the approved Power Plan VIII, opening a promising new phase of Vietnam’s gas industry, serving the country development. 

With its mission and responsibility, and the strategic goal to become a National Industry and Energy Group holding the leading position in the country and the region, Petrovietnam’s works and projects are increasingly proving their position in the socio-economic life of the country, using new and friendly energy sources for sustainable development and protection of the living environment of Vietnam and the world, fulfilling the mission and responsibilities entrusted by the Party and State.

Speaking at the event, Deputy Prime Minister Tran Luu Quang affirmed that for many years, Vietnam has been striving to build developed and efficient energy infrastructure, with the role of natural gas and gas products as one of the clean, safe, efficient and convenient energy sources. With many gas infrastructure projects completed and large clusters of projects such as Ca Mau Gas - Power - Fertilizer, Phu My Gas - Power - Fertilizer, as well as the upcoming completion of Block B-O Mon, Petrovietnam and PV GAS have been continuing to make great contributions to the development of the locality in terms of budget revenue, jobs, and contribution to the restructuring of the local economy. Today, the Thi Vai LNG terminal project put into operation is an important item contributing to the successful implementation of the Party and Government’s policy on orientation and master planning of national energy development, energy transition towards green, clean and sustainable direction. 

Emphasizing LNG as a new field of Vietnam, there will be certain difficulties and obstacles in terms of mechanisms and policies, so it is necessary to pay attention to investment of Petrovietnam as well as the support of Ministries, branches and localities in the implementation process, the Deputy Prime Minister asked Petrovietnam and its member units to accelerate construction investment to put LNG chain projects into synchronous operation, contributing to the realization of national LNG development targets. The Government will always accompany, create favorable conditions and environment to support Petrovietnam, its member units and all other investors in investing and developing energy, oil and gas projects, especially green, clean and sustainable energy in accordance with the Party’s guidelines and policies, laws of the State.
