General Secretary To Lam attends the 50th anniversary of Petrovietnam's founding

On September 21, 2025, in Hanoi, the Vietnam National Industry and Energy Group (Petrovietnam) solemnly held a ceremony to receive the First Class Labor Medal and celebrate the 50th anniversary of its establishment (September 3, 1975 - September 3, 2025). The anniversary is an occasion to look back on Petrovietnam's 50-year journey of construction and development, full of difficulties, challenges but also great pride; affirm the achievements and important contributions to the country's development; at the same time, establish the mission and vision for a new development period with bigger, more ambitious goals for a strong and powerful Vietnam in the new era.

The birth of Vietnam's oil and gas industry began with the strategic vision and genius premonition of President Ho Chi Minh. Right from the years when the country was still immersed in war, he realized that a modern oil and gas industry was a prerequisite for building a powerful nation.

From President Ho Chi Minh's premonition, with the attention of the Party and the State, only 100 days after the country's reunification, the Politburo issued Resolution No. 244 dated August 9, 1975 as a political basis for the National Assembly to issue Resolution No. 33 dated August 20, 1975 and the Government to issue Decision No. 170/CP dated September 3, 1975 - establishing the Vietnam General Department of Petroleum and Gas, the direct predecessor of today's Vietnam National Energy and Industry Group. The establishment of the General Department right after reunification not only demonstrated the urgency of exploiting resources to rebuild the country but also affirmed the strategic position of the oil and gas industry in the national development vision.

The real turning point that changed the country's economic destiny came on June 26, 1986, when the first commercial oil flow was exploited from Bach Ho field. This event took place at a particularly important historical moment, right at the beginning of the Doi Moi process. In the context of the economy in a difficult transition period, surrounded by embargoes, the oil flow from Bach Ho field became an extremely strong "push", affirming that Vietnam had officially become an oil-producing country; not only contributing to relieving the thirst for energy, but also creating the first and most significant source of strong foreign currency, creating important financial resources to carry out extensive economic reforms, stabilize the macro-economy and contribute to protecting the regime.

In each stage of the country's development, the Party and State always pay special attention to the development strategy of Vietnam's oil and gas industry; in which the 03 resolutions and 03 conclusions of the Politburo are important strategic orientations throughout the development process of Petrovietnam.

Up to now, after 50 years of accompanying the country, under the leadership of the Party and the State, Petrovietnam has completed the mission of building and developing a synchronous and modern oil and gas industry on par with the region and the world; from exploration, exploitation, gas industry to oil and gas processing and distribution industry, electricity and renewable energy industry, high-quality technical services, forming a backbone energy infrastructure system, national strategy - the driving force for the country's socio-economic development, demonstrated through the proud "5 SAFETY" and "5 BEST".

Petrovietnam firmly ensures national energy security, playing a key role in supplying essential energy sources: From having no oil or gas, up to now, it has exploited 441.5 million tons of oil and 196.0 billion m3 of gas; annually, Petrovietnam meets 60-70% of the country's gasoline demand, 70-80% of the domestic gas demand and about 10% of the country's electricity output. This is the foundation for maintaining socio-economic stability, creating confidence for production sectors and people's lives.

Petrovietnam is an important pillar of economic security, the scale of Petrovietnam has grown exponentially, if in 2011 the total accumulated revenue reached 160 billion USD, by 2025 it will have reached 605 billion USD. In addition, the clearest measure of Petrovietnam's pivotal role in the economy is its contribution to the State budget; before 2000, it was the largest and most stable source of budget revenue of the country with a rate of 30% of the total annual state budget revenue. By 2025, Petrovietnam's cumulative budget contribution will reach more than 142 billion USD; although the contribution rate to the total state budget revenue is still 8-9%, due to the growth and diversification of the entire economy, Petrovietnam has continuously broken records in absolute value, affirming its irreplaceable role, contributing to maintaining macroeconomic stability, balancing the budget and creating development momentum.

Petrovietnam contributes to ensuring food security when its nitrogenous fertilizer plants supply 70-80% of the country's nitrogenous fertilizer (urea) needs. This stable supply not only helps stabilize the price of agricultural materials but also directly supports farmers, improves crop productivity and ensures national food production. Petrovietnam's member units are always pioneers in applying modern technology, effectively utilizing domestic gas resources to produce high-quality fertilizers, ensuring national food security and orienting development towards the goal of net emissions of "0". High-quality, environmentally friendly fertilizer lines are developed such as Phu My NPK containing beneficial microorganisms, Phu My Organic 60, or NPK using Potassium Sulphate (SOP)... all aiming at improving soil, increasing nutrient absorption efficiency, reducing leaching and limiting greenhouse gas emissions. This is an important link in the agricultural value chain, demonstrating the deep connection between the energy industry and the agricultural sector.

Petrovietnam plays an important role in contributing to ensuring national security and defense. One of Petrovietnam's silent but extremely important contributions is affirming and protecting Vietnam's sovereignty, sovereign rights and jurisdiction in the East Sea. All activities of searching, exploring and exploiting oil and gas of the Group on the continental shelf and exclusive economic zone of Vietnam are peaceful acts of exercising sovereignty and complying with international law. The continuous presence of works, drilling rigs, oil and gas service vessels at sea and even DK platforms deployed by Petrovietnam are "living milestones" affirming national sovereignty; at the same time, they are also a support for fishermen in the middle of the ocean. Hundreds of fishermen in distress have been promptly rescued, given medical care and brought safely to shore by Petrovietnam officers and workers. In conditions far from the mainland and lacking in facilities, they always consider rescue a sacred duty, a manifestation of the spirit of "mutual love and support". For fishermen, the appearance of the “silent heroes” of the Oil and Gas industry in the midst of fierce waves not only lights up the hope of survival, but also spreads the humanistic values ​​and social responsibility that Petrovietnam always cherishes. In addition, Petrovietnam proactively researches, produces, and supplies 100% of special fuels for national defense. All of these things make Petrovietnam different from any other enterprise.

Petrovietnam is the fulcrum of Social Security, always identifying social security work as a sense of duty, creating a core value system of corporate culture, not simply a charity activity. Petrovietnam has devoted a huge financial resource to social security programs with tens of thousands of billions of VND to support people in all regions of the country. In the period of 2020 - 2025, the Group has spent more than 5.13 trillion VND on social security work, contributing to stabilizing people's lives, through responding to the movement of the whole country joining hands to eliminate temporary houses, dilapidated houses, supporting the construction of 10,262 Great Unity houses for poor households and policy families across the country. Along with that, Petrovietnam also supported hundreds of schools, medical stations, rural roads and bridges were also invested, improving living conditions in remote areas. In 2025 alone, the Group spent 316.8 billion VND on localities, bringing sustainable homes to thousands of disadvantaged households.

Being the unit with the highest budget contribution, with an average of 160 trillion VND/year in recent years, accounting for 80.3% of the total budget payment of 18 Groups and General Corporations in the state-owned enterprise sector; having the highest profit, when the period 2020-2025 reached 316 trillion VND, equivalent to an average of 2.2 billion USD/year. After 50 years, the most important strategic turning point is the transformation of Petrovietnam's mission. The name change from "Vietnam National Oil and Gas Group" to "Vietnam National Industry and Energy Group" not only changes the identity but also represents a profound strategic repositioning. This change is determined by policy orientations at the highest level, especially Conclusion No. 76-KL/TW of the Politburo, which has guided the new development of the Oil and Gas industry and Petrovietnam in the new context. Petrovietnam's new mission is determined by a dual strategy: "Optimizing oil and gas energy sources, sustainably developing new energy sources". This means that Petrovietnam will not abandon its core role in the traditional oil and gas sector, which is still the foundation for ensuring national energy security, but will do so in parallel with the strong development of new energy and renewable energy sectors.

Accordingly, by 2030, Petrovietnam aims to be one of the 500 largest enterprises in the world (Fortune Global 500); leading the formation of National Energy Industry Centers, becoming a symbol of Vietnamese intelligence, discipline and aspiration. By 2050, Petrovietnam will become an integrated, green, digital, smart Industrial - Energy Group, among the leading corporations in the region, with a global position.

Entering a new phase with difficulties, challenges, advantages and opportunities; no matter what the circumstances, Petrovietnam always promotes its heroic tradition to build a strong National Energy - Industry Group and be the core of creating a modern industrial value chain, a pioneer in energy transition, a pioneer in new energy and renewable energy; taking science and technology, innovation and digital transformation as breakthrough levers; at the same time perfecting governance according to international standards associated with sustainable development. The exhibits displayed and introduced at the exhibition are representative of the achievements and contributions in science and technology, affirming the core competencies of Petrovietnam in the process of national development; demonstrating the stature, scale and fields of operation, not only in the traditional oil and gas sector, Petrovietnam is also leading and leading many industries, industrial fields, services, new forms of energy, energy... to develop and integrate, especially the field of offshore wind power which has affirmed its brand in the international arena... The exhibition will take place on September 21 and 22; open to the public, free of charge from 8am to 9pm on September 22 for the public to visit.
