PTSC M&C Penetrates European Offshore Wind Market with Handover of Baltica 2 Substations
The Baltica 2 offshore wind farm features a total capacity of approximately 1.5 GW, adding large-scale renewable electricity to Poland's power grid. The fabrication of four offshore substations in Vietnam and their subsequent delivery to Europe by PTSC M&C marks a major leap forward for the enterprise in the international offshore wind supply chain.
On September 12, 2026, at the PTSC Energy Industrial and Logistics Base in Ho Chi Minh City, PTSC Mechanical & Construction Company Limited (PTSC M&C), a subsidiary of PetroVietnam Technical Services Corporation (PTSC) and a member of the Vietnam National Industry - Energy Group (PETROVIETNAM), joined international partners to hold the Load-out and Handover Ceremony for four offshore substations (OSS) under the Baltica 2 Project. This marks the first time PTSC M&C has delivered Vietnam-manufactured offshore wind power structures to the European market.
Baltica 2 is an offshore wind farm jointly developed by Ørsted (Denmark) and PGE (Polska Grupa Energetyczna – Poland) in the Baltic Sea, offshore Poland. With a total capacity of roughly 1,500 MW, Baltica 2 ranks among Europe's largest offshore wind projects, comprising 107 wind turbines and four offshore substations (OSS). Each substation features a capacity of 375 MW, tasked with gathering electricity generated by the offshore wind turbines and transmitting it ashore.

Scheduled to commence commercial operations in the fourth quarter of 2027, Baltica 2 will generate electricity equivalent to the annual consumption of approximately 2.4 million Polish households, injecting a massive volume of clean power into the nation's energy mix. This delivers a concrete contribution to Europe's energy transition by harnessing marine wind resources and deploying synchronized offshore transmission infrastructure to bring clean power to consumption centers.
Within the overall project scope, the Semco Maritime – PTSC M&C Consortium was awarded the Engineering, Procurement, and Construction (EPC) contract for four offshore substations and four modular support frames. The total fabrication weight stands at approximately 16,000 tonnes, including topsides of around 3,500 tonnes per substation and support frames weighing approximately 500 tonnes each. PTSC M&C spearheaded the fabrication, complete assembly, and onshore commissioning in Vietnam.
According to To Ngoc Tu, Managing Director of PTSC M&C, Baltica 2 carries profound significance as it represents the first time offshore wind structures executed by the company have been exported from Vietnam to Europe. "For us, this is a journey of bringing the experience, capabilities, and aspirations of PTSC M&C into one of the world's most demanding and rigorous markets," he shared.
To be selected for the project, PTSC M&C underwent comprehensive technical capability assessments, proving full compliance with the developers' stringent requirements regarding engineering, quality, health, safety, environment (HSE), and delivery schedule. Decades of proven expertise in offshore oil and gas fabrication, world-class fabrication yard facilities, a skilled workforce, and track-record offshore wind projects executed earlier in the Asian market provided a solid springboard for the company to confidently tackle this contract in partnership with Semco Maritime.
Executing this maiden project for the European market confronted PTSC M&C with new engineering challenges in production planning and technology integration. Offshore substations house complex arrays of high-voltage electrical, control, protection, and telecommunication systems, demanding uncompromising reliability, high redundancy, and seamless cross-system integration. Concurrently fabricating multiple massive substations also necessitated stringent control over assembly sequencing within limited yard space.
Following the first steel-cutting ceremony on November 27, 2024, PTSC M&C deployed parallel construction fronts, meticulously zoning production areas and synchronizing heavy-lifting equipment, scaffolding, warehousing, blast-and-paint shops, and assembly bays. During peak construction phases, the project mobilized over 2,000 direct craft workers and approximately 200 management and engineering personnel. A dedicated management team orchestrated activities across the main yard and sub-fabrication facilities, closely aligning fabrication milestones with material procurement, equipment logistics, and erection requirements.
Protective coating was among the most critical technical challenges, as the structures were fabricated under tropical monsoon conditions in Vietnam but are designed for decades of harsh operation offshore in the Baltic Sea. Approximately 120,000 m² of steel surfaces were blast-cleaned and coated within environmentally controlled paint shelters equipped with specialized ventilation, dehumidification systems, and rigorous coating inspection protocols.
Construction across two distinct rainy seasons was flexibly managed through protective canopies, enclosed workshops, and meticulous scheduling. Equipment rooms were prioritized for early mechanical completion to facilitate the installation of power transformers, high-voltage switchgear, and onshore pre-commissioning, enabling early detection and resolution of punch-list items, thereby minimizing expensive offshore hook-up and commissioning works.

By April 2026, the project reached a safety milestone of 5 million safe man-hours without Lost Time Injury (LTI-free). By July 2026, all onshore construction, assembly, and pre-commissioning works were completed, paving the way for a 43-day-and-night load-out and sea-fastening campaign, followed by transoceanic towage to the Baltic Sea. According to the project schedule, offshore installation and hook-up off the coast of Poland will commence in November 2026.
Baltica 2 was executed while PTSC M&C was simultaneously managing seven other complex fabrication contracts. Delivering the offshore substations and completing onshore commissioning on schedule under such intensive conditions underscores the enterprise's production management, resource optimization, and progress control. The Managing Director of PTSC M&C also highlighted that close collaboration with Semco Maritime, Ørsted, and PGE was instrumental in achieving this outcome.
Through Baltica 2, PTSC M&C has solidified project management expertise in concurrent multi-substation construction, international subcontractor coordination, and compliance with the most stringent European developer standards. The completed structures bolster the company's credential portfolio, establishing a competitive foundation for securing future international offshore wind tenders. This also serves as a springboard for PTSC M&C to continually standardize its EPC workflows, upskill its engineering talent, and prepare fabrication resources for larger-scale green energy ventures.
